Restore Local Government Elections Campaign


It has been 40 years since local elections were removed from the voting menu of Malaysians. 40 long years ago, local government elections scheduled for 1965 and 1966 were suspended under the Emergency (Suspension of Local Government Elections) Regulations 1965. As a result an 'alternative voice' of joe-public was silenced. The official reason for the suspension was the Konfrontasi by Indonesia against the formation of Malaysia. Malaysia was then under threat by Indonesia and local elections would be inconvenient and a distraction in our battle against that external threat then. Most incursions by the Indonesians were into Sarawak and Sabah, with only a few into mainland (Western) Malaysia involving the coastlines of Perak, Selangor and Melaka. Nearby Kuala Sepetang also saw a few scattered Indonesian landings. During that period of Konfrontasi, school going children had to have fire drills and bombing drills!

But were there other reasons apart from the official one for the suspension? According to Universiti Malaya's history lecturer Ahmad Kamal Ariffin reckoned the real reasons were ::
  • 1. Mismanagement problems with the local councils
  • 2. The strong opposition presence in some city councils namely Georgetown/Penang, Melaka and Ipoh
  • 3. The problems of having to administer elections at federal, state and local levels and ensuring level playing fields.


The Konfrontasi officially ended in August 1966 but with that the suspension of local elections were not lifted. A Royal Commission led by Senator Datuk Athi Nahappan recommended in 1968 that local elections be resumed but the gomen of the day decided otherwise. According to Johan Saravanamuttu the Athi Nahappan Commission held numerous sittings, hearings and received memoranda from far and wide and completed an excellent and comprehensive study of the workings of West Malaysian local authorities. It completed its work in December 1968. From then on, the central government chose to completely ignore and set aside the findings and recommendations of the Nahappan Commission. After the Nahappan Report was completed the Cabinet appointed yet another commission or committee to study the implications of the Nahappan Report. To the credit of this Committee, it went along with the spirit and most of the Nahappan recommendations. It was however, another report submitted by the Development Administration Unit (DAU) of the Prime Minister's Department which effectively set aside the Nahappan recommendations in 1971. And the final nail came when the gomen enacted the 1976 Local Government Act, this replaced elected councillors with appointed members. So for the past 40 long years we have had no local elections and as a result the silencing of local democracy. And the reasons for this continued suspension of local democracy according to DAU are "that elected local councils were no more consonant with new national objectives such as the New Economic Policy and that they provided for “an over-democratized over-government at the local level and that the system led to “oligarchic elites” facilitating the domination of the haves over the have-nots". Really can there be such a situation?

So for the past 40 long years, local council elections have been in suspended animation. It is time joe-public awaken the voice of local democracy. The DAP has launched its campaign for such a restoration, will this campaign receive the support it deserves from the public, political parties from both sides of the divide and most importantly from the gomen of the day? Our new PM has advocated transparency and accountability as far as his leadership is concerned, will he walk the talk?
