31% Willing to be Bribed


A 2002 survey on public perception of corruption done among IPTA students showed that about 31 per cent of the students said they would take bribes if they were in a position of power and had the opportunity. This finding was recently mentioned by IIM [Integrity Institute of Malaysia] president Datuk Dr Sulaiman Mahbob.
Other findings of the survey include ::
1. A large number of the complaints received about bribery involved enforcement agencies such as the police, customs and enforcement officers of local authorities and the Ministry of Domestic Trade and Consumer Affairs.
2. Only 31 per cent of civil servants were willing to report corruption activities.
3. 82 per cent of the survey respondents were willing to give evidence to the ACA.
4. 81 per cent were willing to be court witnesses.
The IIM president is on record as having called for the ACA to be made answerable only to Parliament. Pak Lah must do this if he is serious about fighting corruption. He has plenty to do on his hands if 31% of our IPTA students are willing to be bribed. According to the IIM president ::
We do not become corrupt overnight, it is our culture, our exposure, the temptations we face, so we want to promote a culture that abhors corruption.
And we have to start from the home, the school and the workplace, wherever we are there must be efforts to promote an environment which does not promote corrupt practices.

So there is plenty to be done. But unlike many other things, in the fight to overcome corruption, it must start from the top, the clean up has to start there. If the top is clean there will be filtered down effects. The IPTA students surveyed responded the way they did because of what they see is happening around them. The Tun recently did mentioned that corruption is getting worse and worse and is becoming a culture and coming "above table".
If we have MINIsters turning the other way and proclaiming that all is well despite being told otherwise. A good example is the handling of the allegations of irregularities in the promotion exercise, marks tampering and misappropriation of funds in Universiti Malaya, where the MINIster said in Parliament that all were done according to set rules. The UM Academic Staff Association (UMASA) has repeatedly said that the MINIster was given a comprehensive report which highlighted evidence of irregularities in promotion exercise at the UM’s Faculty of Arts and Social Sciences. The MINIster's refusal to probe these allegations will lead us nowhere.
